Course Overview

HELM (Operational) — formally the Human Element, Leadership and Management course at Operational Level — is an MCA-approved, three-day shore-based programme that addresses the human factors behind maritime incidents. It trains officers to apply resource management, situational awareness, leadership, communication, and teamworking skills in an operational-level role. Delivery combines classroom instruction, group discussion, scenario-based exercises, and assessed presentations; the course concludes with a short written examination and observed assessments.

The requirement was introduced by the 2010 Manila Amendments to the STCW Convention, which entered into force on 1 January 2012, with the training obligation applying from 31 August 2013. The course is governed by MCA Marine Information Note MIN 493 (M) and is aligned with IMO Model Course 1.38. The regulatory basis sits in STCW Convention Regulations II/1, III/1, and III/6, covering deck officers of the watch on vessels of 500 GT or more, engineering officers of the watch, and electro-technical officers respectively.

HELM(O) is a one-time requirement: once obtained, the certificate does not expire and is not part of the five-year STCW revalidation cycle. It is submitted as part of the CoC application package to the MCA and is not required again for revalidation of an existing certificate. Progression to management-level roles (Chief Mate, Master Unlimited) requires the separate HELM (Management) course (MCA Course 417).

  • Minimum age 18
  • No formal academic prerequisites for the course itself
  • Taken as part of the pathway to a first operational-level CoC, not before commencing training
  • Experienced seafarers (non-cadet route) must already meet minimum sea service requirements for their chosen operational CoC
  • Valid government-issued photographic ID (passport, driving licence, or discharge book)
  • No ENG1 medical required for this course (required separately for the CoC application)

Complete the basic STCW safety package (PSSR, EFA, FPFF, PST) and accumulate the minimum sea service required for your chosen operational CoC. Cadet routes typically complete HELM(O) after the first seagoing phase of an MNTB/MCA-approved cadetship.

HELM(O) unlocks your first operational CoC (OOW, EOOW, ETO, Master 200/500 GT). Progression to Chief Mate or Master Unlimited subsequently requires HELM (Management Level) — MCA Course 417 — a separate three-day course covering the same human-element themes at management level.

Holding HELM(O) is the gateway to a first UK operational Certificate of Competency across deck, engineering, and electro-technical disciplines. Roles directly unlocked include: Officer of the Watch (Yachts <500 GT and <3000 GT, and Unlimited merchant), Engineer Officer of the Watch, Electro-Technical Officer, Master of Code Vessels <200 GT, Master of Yachts/Workboats <500 GT, and Fishing Vessel Class 1 officer. It is equally applicable to those on the commercial merchant pathway and those on the superyacht/leisure sector route.
