HELM Management Level is an MCA-required leadership and management training course for seafarers working at the management level — chief mates, masters, chief engineers, and second engineers. Required under the STCW Manila Amendments, the course builds on HELM Operational and focuses on strategic leadership, resource management, bridge and engine room resource management at the management tier, and the higher-order decision-making expected of officers in command. The course is typically five days long and uses case studies, group scenarios, and debriefs to develop management competence. It is a prerequisite for Chief Mate, Master, and senior engineering certificates of competency.
Seafarers working towards Chief Mate, Master, Chief Engineer, or 2nd Engineer Certificates of Competency are required to complete HELM Management Level under the STCW Manila Amendments.
HELM Operational is for officers at the OOW/EOOW level; HELM Management is for senior officers and those in command. Management Level covers broader leadership, resource allocation, and organisational skills.
Most training pathways require HELM Operational before progressing to Management Level, but check with your provider and flag state for the approved sequence for your specific CoC route.
