Course Overview

The Proficiency for Seafarers with Designated Security Duties (PDSD) is an STCW mandatory qualification introduced by the 2010 Manila Amendments to the STCW Convention, effective 1 July 2015. It is governed by STCW Regulation VI/6, paragraphs 4–6, and Section A-VI/6, Table A-VI/6-2, and sits within the framework of the International Ship and Port Facility Security (ISPS) Code, which implements SOLAS Chapter XI-2. In the UK, PDSD certificates are issued by MCA-approved training providers and are internationally recognised across flag states.

PDSD is required for any seafarer assigned designated security duties in the Ship Security Plan (SSP) aboard an ISPS-compliant vessel — commercially operated ships of 500 gross tonnes or more on international voyages. In the superyacht sector, this means yachts of approximately 50 metres or larger operating commercially. Because commercial superyachts carry small crews, MCA guidance indicates that virtually all working crew will hold some form of designated security duty, making PDSD the de facto standard. Crew who hold PDSD do not also need the lighter-tier PSA (Proficiency in Security Awareness) certificate, as PDSD encompasses and extends all PSA content.

The absence of a valid PDSD certificate for crew listed in an SSP is a Port State Control (PSC) inspection deficiency that can result in vessel detention. Both deck and interior crew may be required to hold PDSD depending on their listed duties.

STCW Basic Safety Training (BST)
The five core BST modules — Personal Survival Techniques, Fire Prevention, Elementary First Aid, Personal Safety and Social Responsibility, and Security Awareness (PSA) — form the standard entry point for commercial seafarers. PSA alone suffices for crew with no specific security duties in the SSP. PDSD can be taken alongside BST or immediately after as part of an entry-level superyacht crew package.

For officers designated as responsible for the overall security of the vessel, SSO certification under STCW Section A-VI/5 is the next step in the security pathway. SSO requires documented sea service and officer-level seniority. Beyond security, overall officer career progression — OOW, Chief Mate, Master — follows the STCW deck CoC pathway, building on the BST/PDSD foundation.
PDSD is typically obtained as part of the initial STCW package for anyone entering commercial superyacht crew work. It is a proficiency certificate — no Certificate of Competency (CoC) or seagoing endorsement is issued. Both deck and interior crew may be required to hold it depending on their listed duties in the Ship Security Plan, making it one of the few STCW certificates that cuts across departmental lines. Obtaining PDSD early removes a common PSC deficiency risk and gives crew greater flexibility when signing onto commercial vessels.
