Course Overview

The EOOW CoC prep course is the final stage of a longer training pathway for marine engineering officers. It prepares candidates to sit the UK Maritime and Coastguard Agency (MCA) oral examination — and in some programme variants the International Association of Maritime Institutions (IAMI) written examinations — required to obtain the Engineer Officer of the Watch Certificate of Competency. The course does not itself award a CoC; successful completion leads to the MCA examination, after which candidates apply for their certificate using MCA form MSF 4275.

The underlying certification is governed by STCW Convention Regulation III/1 and Section A-III/1 of the STCW Code — the international standard for Officer in Charge of an Engineering Watch on vessels with main propulsion of 750 kW or more. The UK implementation is set out in MCA Marine Shipping Notice MSN 1857 (M+F) Amendment 1. Written examinations for the IAMI element are administered by the International Association of Maritime Institutions; the MCA oral is conducted by MCA-appointed examiners at approved centres.

An orals-only preparation programme (such as that offered by Fleetwood Nautical Campus) is a focused, four-week course that teaches candidates how to express their technical engineering knowledge clearly and demonstrate management-level competency in the MCA oral interview. Broader combined programmes — such as those at City of Glasgow College and Warsash Maritime Academy — also cover IAMI written exam preparation and may include workshop skills training, making them suitable for candidates on the full IAMI or experienced seafarer route.

  • Minimum age 18 and valid ENG1 medical fitness certificate
  • Approved sea service: at least 6 months watchkeeping or UMS duties on ships of at least 750 kW (cadet route); or 24 months on ships of at least 350 kW (experienced seafarer route)
  • MNTB-approved Training Record Book completed (cadet route), or EWR / MEOL / SMEOL certificate (experienced seafarer route)
  • STCW basic safety training (personal survival, firefighting, elementary first aid, PSSR) and Proficiency in Medical First Aid certificates
  • IAMI written exams passed where required by the candidate's route (Engineering Knowledge General and Engineering Knowledge Motor and/or Steam); Foundation Degree holders may be exempt

Engine Watch Rating (EWR) / MEOL / SMEOL or MNTB Cadet Programme
Candidates enter via one of three MCA-defined routes: an MNTB-approved officer training programme (cadet route with an approved Training Record Book), the experienced seafarer route holding an EWR (STCW III/4), MEOL, or SMEOL with at least 24 months sea service, or the alternative route for engineering graduates and HND/HNC holders. All routes require completion of approved sea service and ancillary safety certificates before sitting the EOOW prep course and MCA oral.

Prepares candidates for the MCA oral examination and, where required, IAMI written papers in Engineering Knowledge General and Engineering Knowledge Motor and/or Steam. Passing the MCA oral and obtaining the CoC via form MSF 4275 authorises the holder to serve as officer in charge of the engineering watch on any merchant vessel with main propulsion of 750 kW or more, worldwide, at STCW operational level (Regulation III/1).
Next Step
Second Engineer CoC (STCW III/2 — Management Level)
After at least 12 months sea service as EOOW on vessels of at least 750 kW — of which at least 9 months must be as officer in charge of the watch or in designated UMS duties — officers may progress to the Second Engineer CoC. This requires SQA written examinations and the MCA oral for STCW Regulation III/3, leading ultimately to the Chief Engineer CoC (STCW III/2 unlimited).

Holding the EOOW CoC opens officer-level watchkeeping roles across all sectors of the merchant navy: container shipping, tankers, bulk carriers, offshore support vessels, cruise ships, ferries, and superyachts operating under STCW-compliant crew requirements. The full merchant navy engineering ladder runs: Engine Rating — Engine Watch Rating (STCW III/4) — MEOL/SMEOL — EOOW (STCW III/1) — Second Engineer (STCW III/2) — Chief Engineer (STCW III/2 unlimited). The STCW endorsement is recognised by many flag states beyond the UK, giving holders genuine worldwide employment flexibility.

Renewal and revalidation: The EOOW CoC is valid for five years from date of issue. Revalidation before expiry is required using MCA form MSF 4201. Requirements include evidence of continued sea service (discharge book or certificates of discharge), a valid ENG1 medical fitness certificate, and updated ancillary safety certificates — as a minimum, Basic and Advanced Firefighting refresher certificates and Proficiency in Medical First Aid. STCW written or oral re-examination is not generally required for straightforward revalidation provided sea service and safety certificates are current. An alternative revalidation route (MCA form MSF 4258) exists for those unable to demonstrate sufficient recent sea service.
