A two-stage UK MCA exam preparation pathway — SQA Management Level Engineering Knowledge written exams followed by the MCA oral examination — leading to an unlimited STCW III/2 Certificate of Competency as Second or Chief Engineer on vessels of 3,000 kW or more.
This is not a single standalone qualification but a two-stage exam preparation pathway leading to the UK MCA Certificate of Competency (CoC) at Management Level under STCW Regulation III/2. Following the STCW 2010 Manila Amendments, the MCA replaced the separate Second Engineer and Chief Engineer written exams with a single unified Management Level Engineering Knowledge examination, administered by the Scottish Qualifications Authority (SQA) on behalf of the MCA. The prep pathway therefore consists of two distinct courses, typically run in sequence.
Any seafarer seeking a UK MCA Certificate of Competency as Second Engineer Officer or Chief Engineer Officer on vessels with main propulsion of 3,000 kW or more must complete both stages. This applies across cargo ships, tankers, passenger ships, and other sea-going vessels meeting the power threshold. The lower-power route (STCW III/3, vessels under 3,000 kW) has different written exam requirements and is separate from the pathway described here. Both stages follow STCW Code Section A-III/2. A key regulatory point: if a candidate passes the SQA Management Level written examination before obtaining their Second Engineer CoC, they do not need to repeat the written exam to obtain the Chief Engineer CoC — they need only complete the Chief Engineer oral examination. The SQA Engineering Knowledge written exam passes are valid for 3 years, within which the CoC must be obtained.
Holding an MCA STCW III/2 Certificate of Competency (Second or Chief Engineer, unlimited) is the highest engine-room qualification in the UK maritime system. It authorises command of the engineering department on any sea-going vessel of 3,000 kW or more, regardless of flag, route, or trading area. STCW requires Second Engineers to be capable of assuming the Chief Engineer's responsibilities at any time — the unlimited III/2 is therefore a single pathway to both roles.
Beyond sea-going command, the qualification underpins entry into shore-based roles including Marine Superintendent, Class surveyor, flag state inspector, and marine engineering consultant. Senior Chief Engineers with sufficient sea service may also pursue MCA surveyor and inspector pathways. Optional further endorsements — offshore operations, dynamic positioning, specialised vessel types — can be added to the CoC during a career.
Revalidation: UK MCA Certificates of Competency are valid for 5 years. Before expiry, holders must revalidate by demonstrating at least 12 months seagoing service as an engineer officer on vessels of at least 350 kW within the preceding 5 years, or by completing MCA-approved updating or refresher training if sea service is insufficient. A valid ENG1 medical certificate and supporting documents (CoC, discharge book) must also be submitted to the MCA. Funding: Government tuition fee loans, employer sponsorship, and Marine Society scholarships may be available. The IMarEST Guild of Benevolence offers a £750 grant for marine engineers and ETOs on unpaid study leave pursuing STCW III/2 certification. The MCA oral examination fee is not included in any course fee and must be arranged and paid separately direct to the MCA.
