STCW III/2 MCA Career Advancement United Kingdom

2nd Engineer / Chief Engineer (Management Level) written + orals prep

A two-stage UK MCA exam preparation pathway — SQA Management Level Engineering Knowledge written exams followed by the MCA oral examination — leading to an unlimited STCW III/2 Certificate of Competency as Second or Chief Engineer on vessels of 3,000 kW or more.

Written prep: 5–6 weeks Orals prep: 3 weeks Issuing body: UK MCA CoC valid: 5 years

Course Overview

This is not a single standalone qualification but a two-stage exam preparation pathway leading to the UK MCA Certificate of Competency (CoC) at Management Level under STCW Regulation III/2. Following the STCW 2010 Manila Amendments, the MCA replaced the separate Second Engineer and Chief Engineer written exams with a single unified Management Level Engineering Knowledge examination, administered by the Scottish Qualifications Authority (SQA) on behalf of the MCA. The prep pathway therefore consists of two distinct courses, typically run in sequence.

Any seafarer seeking a UK MCA Certificate of Competency as Second Engineer Officer or Chief Engineer Officer on vessels with main propulsion of 3,000 kW or more must complete both stages. This applies across cargo ships, tankers, passenger ships, and other sea-going vessels meeting the power threshold. The lower-power route (STCW III/3, vessels under 3,000 kW) has different written exam requirements and is separate from the pathway described here. Both stages follow STCW Code Section A-III/2. Full requirements are set out in MCA MSN 1857(M+F), sections 3.5 (Second Engineer) and 3.6 (Chief Engineer).

A key regulatory point: if a candidate passes the SQA Management Level written examination before obtaining their Second Engineer CoC, they do not need to repeat the written exam to obtain the Chief Engineer CoC — they need only complete the Chief Engineer oral examination. The SQA Engineering Knowledge written exam passes are valid for 3 years, within which the CoC must be obtained.

Stage 1
Written Exam Preparation — typically 5–6 weeks
Prepares candidates for the SQA Management Level Engineering Knowledge external written exams — General and Motor papers, and Steam if applicable. These are the theoretical and academic component of the CoC. Fleetwood Nautical Campus delivers this as a 5-week campus course; Warsash Maritime (Solent University) offers a 6-week online programme. The written exams are sat at an SQA-approved venue.
Stage 2
Oral Examination Preparation — typically 3 weeks
Prepares candidates for the formal MCA oral examination conducted by an external MCA examiner. The oral is required before the CoC is issued at either Second Engineer or Chief Engineer level. Candidates must apply for a Notice of Eligibility (NoE) from the MCA approximately 6–8 weeks before the orals course start date. The MCA oral examination fee is arranged and paid separately direct to the MCA.

Prerequisites

  • EOOW Certificate of Competency (STCW III/1), unlimited, on vessels of at least 750 kW
  • 12 months seagoing service as EOOW/III/1 on vessels of at least 750 kW — minimum 9 months in full charge of watch or with UMS duties
  • HND / Advanced Diploma or Foundation Degree in Marine Engineering with at least 50% pass in each subject, or equivalent MCA-approved programme meeting STCW Code A-III/2
  • Official transcript or Education and Training (E&T) letter confirming academic results
  • Notice of Eligibility (NoE) from the MCA — apply 6–8 weeks before the orals course start date
  • Valid ENG1 medical certificate (or accepted equivalent), required for CoC issuance
  • Original Seaman's Discharge Book / CDC and valid passport at enrolment
  • Applicable STCW safety and ancillary certificates (e.g. Basic Safety Training, PSCRB, FPFF, AFF, MEFA, and any tanker endorsements if applicable)

What You Will Cover

  • Engineering knowledge at Management Level as defined by STCW Code Table A-III/2
  • SQA Management Level Engineering Knowledge — General, Motor, and Steam (where applicable) written paper technique
  • Management of engineering operations, planned maintenance systems, and resource management at sea
  • Emergency procedures: flooding, fire, machinery casualty, damage control, and abandon ship
  • Electrical, electronic, and control systems engineering at management level
  • Ship stability, construction, and damage control principles relevant to the engineering officer
  • MCA oral examination technique: how examiners assess competence, common question areas, and structured answers under pressure
  • Regulatory framework: MARPOL, SOLAS, ISM Code, and flag state and port state obligations at management level

Career Progression

Before
EOOW Certificate of Competency (STCW III/1)
Engineer Officer of the Watch, unlimited, on vessels of at least 750 kW. Requires a cadetship with HND or Foundation Degree in Marine Engineering, plus 12 months qualifying seagoing service on vessels of at least 750 kW including watchkeeping in charge or UMS duties.
This Course
2nd Engineer / Chief Engineer (Management Level) written + orals prep
Stage 1 written prep leads to the SQA Management Level Engineering Knowledge written exams. Stage 2 orals prep leads to the MCA oral examination. Passing both results in the MCA issuing a STCW III/2 Certificate of Competency, unlimited, at Second Engineer or Chief Engineer level on vessels of 3,000 kW or more.
Next Step
Serving Second Engineer → Chief Engineer CoC (STCW III/2)
After obtaining the Second Engineer CoC: at least 12 months service as Second Engineer on vessels of at least 3,000 kW (or 36 months total EOOW service) qualifies the holder to sit the Chief Engineer MCA oral — no repeat of the SQA written exam required. The CoC must be revalidated every 5 years.

Holding an MCA STCW III/2 Certificate of Competency (Second or Chief Engineer, unlimited) is the highest engine-room qualification in the UK maritime system. It authorises command of the engineering department on any sea-going vessel of 3,000 kW or more, regardless of flag, route, or trading area. STCW requires Second Engineers to be capable of assuming the Chief Engineer's responsibilities at any time — the unlimited III/2 is therefore a single pathway to both roles.

Beyond sea-going command, the qualification underpins entry into shore-based roles including Marine Superintendent, Class surveyor, flag state inspector, and marine engineering consultant. Senior Chief Engineers with sufficient sea service may also pursue MCA surveyor and inspector pathways. Optional further endorsements — offshore operations, dynamic positioning, specialised vessel types — can be added to the CoC during a career.

Revalidation: UK MCA Certificates of Competency are valid for 5 years. Before expiry, holders must revalidate by demonstrating at least 12 months seagoing service as an engineer officer on vessels of at least 350 kW within the preceding 5 years, or by completing MCA-approved updating or refresher training if sea service is insufficient. A valid ENG1 medical certificate and supporting documents (CoC, discharge book) must also be submitted to the MCA. No repeat of the written or oral examinations is required, provided service and medical requirements are met. Full revalidation requirements are set out in MCA MSN 1861(M).

Funding: Government tuition fee loans, employer sponsorship, and Marine Society scholarships may be available. The IMarEST Guild of Benevolence offers a £750 grant for marine engineers and ETOs on unpaid study leave pursuing STCW III/2 certification. The MCA oral examination fee is not included in any course fee and must be arranged and paid separately direct to the MCA.
