Course Overview

The OOW Unlimited Orals Preparation course is an intensive revision and coaching programme designed to prepare candidates for the Maritime & Coastguard Agency (MCA) oral examination for the Officer of the Watch (Unlimited) Certificate of Competency (CoC), formally known as Class II/1. The course is not itself an MCA-approved qualification — it is exam preparation tuition delivered by private maritime training colleges. The "Unlimited" designation means the resulting CoC authorises the holder to serve as Officer of the Watch on ships of any gross tonnage trading on any route worldwide, as distinct from near-coastal or tonnage-limited certificates.

The underlying certification framework is STCW Regulation II/1 — Officer in Charge of a Navigational Watch on vessels of 500 GT or more — as codified in the STCW 1978 Convention as amended by the 2010 Manila Amendments, Section A-II/1 of the STCW Code. The MCA oral examination is now structured in two parts (revised from May/June 2023, updated syllabus MIN 653 (M) Amendment 1, November 2024). Part A is a computer-based proctored exam of 40 minutes (15 questions, four test points each) delivered via the MCA's "My Know" platform. Part B is an online face-to-face oral examination via Microsoft Teams with an MCA examiner, which must be completed within 12 months of passing Part A.

Preparation courses deliver tuition across the full MIN 653 syllabus through classroom instruction, guided study, tutorial sessions, mock oral questioning, and — increasingly — blended or fully online formats. Topics covered span COLREGs (International Collision Regulations), IALA systems of buoyage, navigational procedures, seamanship, ship handling, meteorology, stability, cargo operations, bridge watchkeeping, maritime legislation, emergency procedures, and marine instruments and publications. Delivery formats range from 2–4 week full-time classroom attendance to flexible online programmes with live interactive clinics and access periods of up to 12 months.

Prerequisites
  • Valid Notice of Eligibility (NoE) from the MCA — required before sitting the oral examination
  • Sea service (cadet route): 12 months approved seagoing service including 6 months bridge watchkeeping
  • Sea service (experienced seafarer route): 36 months seagoing service including 6 months bridge watchkeeping
  • Valid ENG1 medical fitness certificate
  • GMDSS certificate (GOC or ROC) issued within the previous 3 years
  • SQA written examinations passed in Navigation & Stability and Operations (unless holding an exempting MNTB-approved degree)
  • Minimum age of 18
  • Part A of the oral exam passed before Part B can be booked (for NoEs issued from 1 May 2023)

Career Progression

BEFORE
Deck Cadetship or Experienced Seafarer Route
Complete an MNTB-approved cadet training programme (HND, Foundation Degree, or Honours Degree) with the required sea service and SQA written examinations in Navigation & Stability and Operations — or accumulate 36 months seagoing service via the experienced seafarer route. You also need a valid ENG1 medical and GMDSS certificate. Receive a Notice of Eligibility (NoE) from the MCA before attending orals preparation. Requirements are set out in MSN 1856 (M+F).

NEXT STEP
Chief Mate (Unlimited) — Class II/2
After accumulating 12 months of watchkeeping sea service as a qualified OOW II/1, officers may progress to the Chief Mate (Unlimited) CoC (STCW Reg II/2). This requires an approved Chief Mate training programme, SQA Chief Mate written examinations in Navigation and Stability & Structure, and a Chief Mate oral examination. The ultimate progression is to Master (Unlimited) — Class II/2.

The MCA OOW Unlimited Class II/1 CoC is the gateway qualification for a career as a merchant deck officer. It authorises the holder to stand a navigational watch as Officer of the Watch on any vessel of 500 GT or more on any route worldwide — across cargo ships, tankers, passenger vessels, and specialist vessels. It is a mandatory requirement under Merchant Shipping regulations implementing STCW Regulation II/1. The full deck officer career ladder runs: Deck Cadet, OOW Unlimited (II/1), Chief Mate (II/2), and Master (II/2). The STCW endorsement (Certificate of Proficiency for Regulation II/1) conferred by the CoC is internationally recognised by flag states globally.

The MCA OOW Unlimited (Class II/1) CoC expires every five years and must be revalidated. Revalidation requires evidence of seagoing service — either 12 months at sea in the previous five years, or 3 months at sea in the six months immediately before revalidation — along with a valid ENG1 medical certificate, current mandatory safety training proficiency certificates (fire fighting, personal survival, first aid), and an ECDIS training certificate. Applications are made to the MCA using form MSF 4201. The STCW Certificate of Proficiency for Regulation II/1 is renewed as part of the CoC revalidation. Requirements are governed by MSN 1861 (M).

Two-part exam structure: For candidates holding a Notice of Eligibility issued on or after 1 May 2023, the oral examination is split into Part A (computer-based, 40 minutes, 15 questions on the My Know platform, covering mandatory topics plus broader MIN 653 syllabus questions) and Part B (online face-to-face via Microsoft Teams with an MCA examiner).
