Course Overview

The OOW Unlimited Oral Preparation course is a short intensive programme designed to prepare candidates for the MCA oral examination required to obtain a UK Certificate of Competency (CoC) as Officer of the Watch (Unlimited). It is not a qualification in itself — it is structured exam coaching. The course does not issue a certificate; it prepares candidates to succeed in the MCA examination, which, once passed together with all other Notice of Eligibility requirements, leads to the award of the UK OOW Unlimited CoC under STCW Regulation II/1.

The MCA oral examination was restructured in 2023 and now comprises two parts. Part A is an online, computer-based proctored examination assessing knowledge under timed conditions. Part B is an online face-to-face oral examination conducted via Microsoft Teams with an MCA examiner, assessing the application of knowledge, structured reasoning, and clear explanation under scenario-based questioning. Part A must be passed before Part B can be booked, and a Part A pass is valid for 12 months. Both parts are recorded for appeals purposes. The exam syllabus is published by the MCA as MIN 653 (M) — Amendment 1 (November 2024), and the underpinning regulatory requirement is MSN 1856 (M+F).

After gaining typically 12 months further sea service as a watchkeeping officer on vessels of 500 GT or more, candidates progress to management-level training — ARPA, management-level courses, Chief Mate SQA written examinations, and the Chief Mate oral examination — under STCW Regulation II/2. Master (Unlimited) follows beyond that.

Holding the OOW Unlimited CoC qualifies a deck officer to serve as Officer of the Watch on UK-flagged merchant vessels of 500 GT or more, and on any SOLAS vessel on international voyages. It is the first CoC in the standard deck officer career path — the professional foundation on which every subsequent command qualification is built. The CoC is recognised by flag states party to the STCW Convention under STCW Article X, giving it international validity across the global merchant fleet.

The oral preparation course itself does not expire — it is a one-time exam coaching programme, not a renewable certificate. The UK OOW Unlimited CoC that results from passing the MCA oral examination must be revalidated every 5 years, in line with the STCW requirements set out in the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2015 (SI 2015/782). Revalidation requires demonstrating continued competency through approved sea service during the 5-year period, maintained STCW ancillary certificates, and a valid ENG1 medical. Applications use MCA form MSF 4258.

Online providers offer alternative formats and pricing. Self-paced online programmes with live clinic sessions are available from approximately £275 (one month's access) to £600 (twelve months' access).
