The Officer of the Watch (Unlimited) — HNC/Exam Route is an MCA-approved shore-based programme that enables experienced ratings and non-officer seafarers to gain officer-level certification without completing a full cadetship. The course leads to an HNC in Nautical Science (typically awarded by the SQA or an equivalent higher education awarding body, depending on provider) and, upon passing MCA oral and signals examinations, to the Officer of the Watch (Unlimited) Certificate of Competency (CoC) under STCW Regulation II/1.
The programme follows the MCA's Modernised Officer Qualifications Syllabus, introduced in August 2025 under MIN 720 (M) "Transforming Seafarer Training." It meets the standards of competency set out in Section A-II/1 of the STCW Code and is governed by Marine Shipping Notice MSN 1856 (M+F) Amendment 1. The regulatory authority is the Maritime and Coastguard Agency (MCA), which approves the programme and issues the CoC; the SQA sets and marks the written examinations. There is no RYA involvement — this is the MCA/STCW merchant route, not a yachting qualification.
"Unlimited" means unrestricted by tonnage or voyage area: the resulting CoC authorises service as Officer in Charge of a Navigational Watch on vessels of any gross tonnage on any ocean worldwide. This distinguishes it from yacht or near-coastal OOW certificates. On successful completion — passing the provider's HNC assessments, the SQA written examinations in Navigation and Stability/Operations, and the MCA oral examination — candidates hold both the HNC in Nautical Science and the UK MCA OOW (Unlimited) Certificate of Competency (STCW II/1).
The OOW Unlimited II/1 CoC is the legal prerequisite under STCW for anyone serving as Officer in Charge of a Navigational Watch on a seagoing ship of 500 GT or more on international voyages. This route is the primary pathway into the officer career ladder for experienced ratings, opening the full progression from OOW through Chief Mate to Master Unlimited — the highest deck officer qualification in the UK merchant system.
The OOW Unlimited CoC is valid for 5 years from date of issue. Revalidation every 5 years is required via the MCA's Seafarer Training and Certification Branch (STCB), using form MSF 4201. Revalidation requires evidence of maintained standards of competence for STCW safety functions (typically refresher training in Personal Survival Techniques, Fire Fighting, Medical, and Security Awareness) and approved sea service within the 5-year period, or completion of approved refresher and updating training.
If a seafarer has not served at sea for more than 5 years and allows the CoC to lapse, the MCA assesses these cases individually — re-sitting of assessments may be required. Seafarers should contact the MCA's STCB for guidance before the CoC expires.
UK seafarers may apply for Nautilus International's Slater Scholarship, which can provide up to £18,500 toward maritime training costs, making the course effectively free or near-free for eligible applicants. Training grants are also available from the Marine Society. The indicative course fee of £9,442.50 at Warsash Maritime (Solent University) includes ECDIS, NAEST (Operational Level), and EDH bundled courses, but excludes external SQA written examination fees and MCA oral examination fees.
