The Officer of the Watch (OOW) Unlimited experienced seafarer route is an MCA-approved training programme designed for experienced deck ratings — typically Able Seafarers (ABs), Bosuns, and General Purpose (GP) ratings — who wish to become certified Merchant Navy deck officers without having completed a traditional cadet training scheme. The programme bridges the gap between extensive at-sea experience and the academic underpinning knowledge required to sit the MCA written and oral examinations for the Certificate of Competency (CoC) at STCW Regulation II/1 level. It is required by law for anyone assuming responsibility for a navigational watch on commercial merchant vessels of 80 GT or more, or 24 metres or more in registered length, proceeding to sea.
The regulatory basis is STCW 1978 as amended (Manila 2010), Regulation II/1 and STCW Code Section A-II/1, implemented in the UK through Merchant Shipping Notice MSN 1856 (M+F) Amendment 1 and administered by the Maritime and Coastguard Agency. This is wholly an MCA-regulated Merchant Navy qualification — the RYA is not involved, and it is entirely distinct from the small-vessel or Yachtmaster frameworks. Candidates must obtain an MCA Notice of Eligibility (NoE) before enrolling. The programme covers Navigation and Stability, Meteorology, Cargo Work, Ship Stability, Collision Regulations, and all STCW mandatory short courses that ratings would not have completed through cadet training.
The programme runs to approximately 32 weeks full-time at most UK colleges (City of Glasgow College structures a broadly equivalent programme at SCQF Level 7; East Coast College delivers an integrated route leading to a Certificate of Higher Education alongside the CoC preparation). Successful completion leads to the MCA Part A written examination (computer-based: Navigation & Stability and Operations papers) and Part B oral examination. Alongside these, candidates must hold the GMDSS General Operator's Certificate (GOC). Many approved providers bundle the mandatory STCW short courses — including NAEST Operational level, HELM Operational, Advanced Fire Fighting, Medical First Aid, and Survival Craft and Rescue Boats — within the programme timetable.
Holders of the OOW Unlimited CoC (STCW II/1) are qualified to serve as Third Officer or Second Officer on commercial merchant vessels of any size, trading worldwide under the UK flag. The CoC is internationally recognised under the STCW Convention by 174 or more signatory states, making it accepted aboard cargo ships, tankers, passenger vessels, and offshore support vessels globally. It carries the endorsement “Officer in Charge of a Navigational Watch on ships of 500 gross tonnage or more”. From this foundation, officers progress through the Merchant Navy deck officer ladder towards Chief Mate Unlimited and, ultimately, Master Unlimited — the highest deck officer certification.
