Course Overview

The MCA Signals examination is a standalone written and practical assessment administered by MCA-approved examiners at accredited UK maritime colleges. It is the UK's method of assessing the signalling competencies required under STCW Convention Table A-II/1 (Officer of the Watch, Unlimited), as set out in Merchant Shipping Notice MSN 1856 (M+F) Amendment 1, paragraph 3.2. It is not a GMDSS radio operator certificate — the VHF Short Range Certificate (SRC) and Global Operator's Certificate (GOC) are separate qualifications.

The examination is conducted in person at an MCA-approved college by an appointed examiner. Many colleges offer preparatory tuition — either classroom-based or online study materials — ahead of the exam sitting. The entire process from study to receiving the certificate can typically be completed in a single day, making it one of the shorter mandatory elements of the OOW pre-examination package.

The signals certificate is a mandatory prerequisite for the Notice of Eligibility (NOE) that allows a candidate to sit the MCA oral examination leading to an OOW Certificate of Competency. It applies across all routes to OOW Unlimited (HNC/degree route, examination route, and experienced seafarer route). There is no exemption pathway — the exam must be passed and the certificate must be in date at the time of NOE application.
