MCA Oral Exam Preparation courses are specialist tuition programmes that prepare commercial seafarers to pass the Maritime and Coastguard Agency (MCA) oral examination — the final stage before an MCA Certificate of Competency (CoC) is issued. The courses are not themselves an MCA-approved qualification; they are voluntary exam preparation delivered by private training providers. The underlying examinations are conducted by MCA-appointed oral examiners and are mandatory under STCW — specifically Regulation II/1 (OOW) and Regulation II/2 (Chief Mate and Master) — as implemented in UK law through the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2015. The MCA Deck Oral Exam Syllabus was most recently updated in November 2024 (MIN 653 Amendment 1) and applies from March 2025 exams onwards.
Live online small-group formats use video-conferencing (typically Zoom or Microsoft Teams), combining expert-tutor instruction, structured Q&A, mock oral scenarios, and candidate-driven practice in groups of typically six or fewer per session. The flipped-classroom model is common — candidates study materials between sessions and live time is used for examiner-style drilling across the full syllabus for one or more exam levels.
The course covers all subjects tested across the MCA deck oral syllabus: navigation and chartwork, COLREGs (collision regulations), meteorology, ship stability and construction, cargo operations, safety and emergency procedures (fire, flooding, man overboard, abandon ship), maritime law and conventions, and environmental regulations. Candidates are generally advised to begin preparation three to six months before their exam date to allow adequate scenario practice.
Passing the MCA oral examination unlocks the Certificate of Competency for the relevant officer level. An OOW CoC entitles the holder to stand bridge watches on commercially operated vessels up to the authorised tonnage. A Chief Mate CoC authorises service as Chief Officer or First Mate. A Master CoC authorises command. The MCA CoC is a physical card and accompanying document, carries a 5-year validity, and is required to serve in the relevant officer capacity on UK-flagged vessels or vessels registered in MCA-recognised flag states. Holders of foreign certificates seeking a UK CoC endorsement via the equivalence route must also sit an MCA oral examination.
Revalidation: The MCA Certificate of Competency must be revalidated every 5 years. Revalidation requires 12 months' sea service in the relevant capacity within the past 5 years (or at least 3 months in the last 6 months as a short-service route), a valid ENG1 medical certificate, and up-to-date STCW refresher certificates. The governing guidance is MSN 1861 (Revalidation of UK CoCs). The oral exam preparation course itself does not expire and there is no requirement to repeat it for revalidation.
Minimum age: STCW sets 18 as the general minimum age to hold a Certificate of Competency. Candidates must also hold a valid ENG1 seafarer medical certificate (or accepted equivalent for foreign nationals) at the time of the oral examination.
