The Master (Unlimited) is the apex Certificate of Competency (CoC) in the deck officer hierarchy for the UK merchant navy. It is governed by the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), specifically Regulation II/2 of the STCW Convention and Code. In the UK it is issued by the Maritime and Coastguard Agency (MCA) under the authority of the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2015 (SI 2015/782), with detailed requirements published in MCA Merchant Shipping Notice MSN 1856 (M+F). As stated in the STCW Code, the master holds ultimate responsibility for the safety and security of the ship, its passengers, crew and cargo, and for the protection of the marine environment.
Any seafarer wishing to serve as master (captain) of a seagoing merchant vessel of 3,000 gross tonnes (GT) or more on unrestricted international voyages must hold this CoC. It is the standard regulatory requirement for command of ocean-going cargo ships, tankers, cruise ships, offshore vessels, and other large commercial vessels. The "Unlimited" designation means there is no restriction on vessel size or trading area. Vessels between 500 GT and 3,000 GT may be commanded with a restricted or near-coastal variant; the Unlimited CoC carries no such limitation.
There is no single "Master Unlimited course" — the qualification is awarded on the basis of accumulated sea service, prerequisite certificates, and a successful MCA oral examination. Candidates who already hold a valid Chief Mate Unlimited CoC and the required sea service typically attend an orals preparation programme (4–5 weeks) before sitting MCA Oral Examination A. Candidates who need the full academic underpinning may attend an integrated 12-month Chief Mate/Master programme at providers such as London Maritime School.
Accumulating the sea service required to reach Master Unlimited typically takes 8–12 or more years from the start of a cadetship, progressing through Officer Cadet, Officer of the Watch Unlimited, and Chief Mate Unlimited before becoming eligible to sit the Master's oral examination. The full pathway from entry to the apex CoC is among the most demanding qualification journeys in any professional sector.
Revalidation: The Master Unlimited CoC does not expire as an academic qualification, but the endorsement must be revalidated every 5 years to remain valid for service. Revalidation requires evidence of 12 months of seagoing service as master or deck officer on vessels over 80 GT within the last 5 years (or 3 months in the last 6 months, or 30 months in an accepted shore-based maritime occupation). All ancillary safety certificates — including Advanced Fire Fighting and Proficiency in Survival Craft and Rescue Boats — must also be current, and a valid ENG1 medical certificate is required. Applications are made to the MCA using form MSF 4201. If the certificate has lapsed for more than 10 years, alternative routes apply per MSN 1861.
