Master Orals Preparation is a commercial tuition programme offered by UK maritime colleges to ready deck officers for the Maritime and Coastguard Agency (MCA) oral examination — known as Part B — which is the final hurdle before a Master (Unlimited) Certificate of Competency (CoC) is awarded under STCW Convention Regulation II/2. The course itself is not an MCA-certificated qualification; it is a preparation programme. The MCA sets and administers the actual oral examination independently. The exam syllabus is defined in MCA Marine Information Note MIN 653 (Amendment 1, November 2024).
The MCA oral is a viva-voce examination — a structured discussion with an MCA examiner — assessing command-level decision-making across seamanship, navigation, shipmaster's business and maritime law, cargo operations, stability, emergency management, and professional accountability. Candidates are expected to justify their decisions, not simply recite rules. This is not a multiple-choice test. The examination itself typically lasts 60–90 minutes, but thorough preparation across the breadth of the syllabus is essential; most providers recommend a minimum of three to five weeks of dedicated classroom study.
Attendance on a prep course is not a statutory requirement, but it is strongly recommended. UK providers report pass rates above 90% for candidates who complete a full programme. Before sitting Part B, candidates must hold a Notice of Eligibility (NOE) issued by the MCA and must have already passed the computer-based Part A written assessment. The NOE application (form MSF 4274) can take up to six weeks to process, so applying well in advance is essential.
Holding a Master (Unlimited) CoC opens permanent command appointments across all vessel types and trading areas — container ships, tankers, bulk carriers, passenger vessels, offshore support, and specialist craft. Beyond sea service, the qualification is the gateway to roles such as Marine Superintendent, Harbour Master, Marine Pilot, Designated Person Ashore (DPA), Marine Surveyor, and maritime management positions ashore. The MCA recognises the Master (Unlimited) CoC as the definitive evidence of command competence under the STCW Convention.
Revalidation: The Master (Unlimited) CoC is valid for 5 years from the date of issue. Revalidation must be completed before expiry via the MCA's Seafarer Training & Certification Branch (STCB) in Southampton. The standard requirement is at least 12 months' seagoing service within the 5-year validity period, or equivalent approved shore-based maritime employment. If a CoC lapses, the holder must demonstrate continued competency for each 5-year period elapsed since expiry. Individual STCW ancillary certificates bundled with the CoC application — such as HELM-M and Proficiency in Medical Care — carry their own separate validity periods and revalidation requirements. The prep course itself is a one-time programme and does not expire or require renewal.
