The highest-level deck officer licence in the merchant navy hierarchy — certifying you to serve as Master (Captain) of commercial vessels worldwide.
The Master Certificate of Competency (Master CoC) is the top of the deck officer ladder under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW). In the UK, the certificate is issued by the Maritime and Coastguard Agency (MCA) under STCW Regulation II/2 (Master, Unlimited — vessels of 500 GT or more, any waters worldwide). A lesser II/3 certificate covers vessels under 500 GT (Near-Coastal) and under 3,000 GT (Specified Trading Area). Irish certificates are issued by the Irish Maritime Administration under the same STCW framework.
The "course" associated with the Master CoC at most providers is an orals preparation programme — intensive preparation for the MCA (or Irish Maritime Administration) oral examination. It is not a qualification in itself; the certificate is issued by the relevant authority once the candidate has satisfied sea service requirements, holds all mandatory ancillary STCW certificates, and passes the oral examination. Some providers also offer extended academic programmes combining Chief Mate and Master preparation for candidates progressing from OOW level.
Competency standards are defined in STCW Code Table A-II/2 (management level), covering navigation at management level, cargo handling, stability, crew management, emergency response, and security. The certificate is nationally issued by the MCA but internationally recognised by all STCW White List signatory states, permitting command of qualifying vessels on any voyage worldwide.
The Master CoC is the final formal step in the STCW deck officer certification ladder. Once held, career development focuses on experience and specialist endorsements: tanker (oil, chemical, gas) officer endorsements, passenger ship safety, Dynamic Positioning (DP), port pilotage licences, and maritime superintendent or management roles ashore. Some Masters pursue academic or training pathways, returning to maritime colleges as examiners or instructors. On large commercial yachts and superyachts, the Master CoC — particularly the Master (Yacht, 3,000 GT) or unlimited route — is the senior command qualification recognised by the MCA and flag state administrations globally.
Revalidation: The Master CoC must be revalidated every 5 years before expiry (MCA form MSF 4201). Revalidation requires a valid ENG1 medical certificate, satisfactory sea service in the preceding 5 years (or an acceptable shore-based equivalent), and up-to-date STCW safety refresher training (Personal Survival Techniques, Fire Prevention and Fire Fighting, Proficiency in Survival Craft and Rescue Boats, and Advanced Fire Fighting — all within 5 years). Applications are submitted to MCA Seafarer Training and Certification Branch, Southampton. If the certificate is allowed to lapse, additional requirements may apply, potentially including re-examination. Revalidation procedures are governed by MSN 1861(M).
