The mandatory shore-based Human Element, Leadership and Management course required for first issue of operational-level MCA Certificates of Competency under STCW 2010 Manila Amendment requirements.
HELM O — Human Element, Leadership and Management at the Operational Level — is a mandatory MCA-approved shore-based training course that trains seafarers in the human factors which influence safety, decision-making, and resource management at sea. It was introduced as a UK requirement from 31 August 2013 via Merchant Shipping Notice MSN 1865 (Amendment 1), Annex F, implementing the STCW 2010 Manila Amendments. All standalone HELM O courses must be approved by the MCA under that Notice.
The course runs over three days and covers situational awareness, leadership and teamworking, performance influencing factors, communication, decision-making under pressure, and safety culture. Delivery combines lectures, case studies, videos, group discussions, role play, and assessed scenario exercises. Assessment is by both written examination and observed practical performance — candidates must satisfy both components to receive their MCA-approved completion certificate.
HELM O satisfies STCW regulatory requirements under Regulations II/1, III/1, and III/6 for operational-level officer certification. It is not required for revalidation of an existing Certificate of Competency — only for first issue at operational level. Seafarers already holding an appropriate operational-level CoC are exempt.
With HELM O completed and an operational-level CoC in hand, seafarers can serve as Officer of the Watch on deck or engineering, accumulate the sea service required for management-level endorsements, and work toward Chief Mate and ultimately Master certificates. HELM O is required across the deck, engineering, and electro-technical pathways, making it one of the most broadly applicable mandatory training milestones in UK commercial seafarer certification. It is relevant to officers working in superyachts, merchant vessels, workboats, and code vessels alike.
HELM O does not expire. It is a one-time completion requirement; there is no obligation to repeat or revalidate HELM O at any point. The MCA does not require HELM O submission when revalidating an existing Certificate of Competency — it is required only for first issue of the relevant operational-level CoC. The CoC itself is valid for five years and must be revalidated through sea service and/or approved refresher training, but HELM O forms no part of that revalidation process.
