The Foundation Degree in Marine Operations (FDSc Marine Operations) is a UK higher education qualification aligned to the Maritime and Coastguard Agency (MCA) Modernised Officer Qualifications Syllabus. It provides the underpinning academic knowledge required for MCA Deck Officer Certification at Management Level under STCW Convention Regulation II/2 — the international standard governing competency for Chief Mates and Masters on vessels of unlimited tonnage. The degree is awarded by the University of Sunderland and delivered by approved providers including South Shields Marine School and Onboard Maritime.
The qualification was introduced as part of the UK's Cadet Modernisation Programme, replacing older SQA-based written examination routes for candidates on the academic pathway. It is not an RYA qualification — it sits entirely within the merchant navy (MCA/STCW) framework. Post-2024/2025 modernised syllabus candidates complete new MCA safety papers in place of the old SQA written exams in Navigation, Stability and Structure.
The programme is structured as blended learning: self-paced online study with portal access for up to four years, combined with two periods of campus attendance (approximately six to eight weeks in total). Candidates complete seven online written assignments, two on-campus written examinations, and two on-campus practical assessments across six modules. Completion of the degree, combined with the required sea service and ancillary STCW certificates, leads to the MCA oral examination and the issue of a Chief Mate Unlimited Certificate of Competency.
Holding a Chief Mate Unlimited CoC authorises the holder to serve as Chief Mate (First Officer / First Mate / Chief Officer) on vessels of unlimited tonnage in international waters. Under the modernised syllabus route, a Chief Mate Unlimited CoC also confers a Master qualification limited to vessels under 3,000 GT. The degree itself opens a further academic pathway to a BSc or BSc (Hons) top-up programme, providing a route to the full Master Unlimited CoC and senior command positions in the merchant navy.
Based on Onboard Maritime and South Shields Marine School published pricing: Module 1 (including the £300 University of Sunderland registration fee) is approximately £1,355; Modules 2–6 are approximately £1,060 each, giving a total programme cost of around £6,655. Modules can be paid individually or as a full programme enrolment. A separate Chief Mate competency assessment and examination preparation course at a training centre such as Warsash Maritime is required prior to the MCA oral examination — published pricing for the full package (competency assessment, NAEST(M), and HELM(M)) is approximately £6,202.50.
The Foundation Degree itself is a permanent academic award and does not expire. However, the Chief Mate Certificate of Competency issued by the MCA must be revalidated every five years in accordance with the STCW 2010 Manila Amendments (implemented in UK law via the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2015). Revalidation requires a minimum of six months' approved sea service in the preceding five years (or completion of MCA-approved refresher training), a valid ENG1 medical certificate, a current GMDSS endorsement, and a current ECDIS certificate.
