The EOOW (IAMI/Exam Route) is a structured programme designed specifically for experienced engine department seafarers — typically senior engine room ratings — who wish to obtain the MCA Certificate of Competency at operational level under STCW Regulation III/1 without following a cadet or college route. Rather than an HNC or degree programme, candidates qualify through a combination of approved sea service, an MNTB Training Record Book, MCA-approved workshop skills training, written examinations set by IAMI (International Association of Maritime Institutions) on behalf of the MCA, and a final MCA oral examination.
IAMI acts as the examination body delegated by the UK MCA to run the written academic and professional papers, which cover General Engineering Science Parts A and B and Engineering Knowledge (General, Motor and Controls). The MCA retains responsibility for the oral examination and issues the Certificate of Competency. The certificate is unlimited in terms of propulsive power and qualifies the holder to stand an unsupervised engineering watch on any SOLAS-applicable merchant vessel of 750 kW or more, including vessels operating with Unattended Machinery Space (UMS) arrangements.
The qualification is a legal requirement under the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2015, which implement the STCW Convention 1978 as amended by the 2010 Manila Amendments. The relevant regulation is STCW III/1 and Table A-III/1 of the STCW Code.

The £8,500 course fee (Warsash Maritime) covers IAMI examination preparation, MCA orals preparation, and the Workshop Skills course. A non-refundable £250 initial fee applies for the action plan review and MNTB Training Record Book processing. IAMI written examination fees and MCA oral examination fees are payable separately to those bodies. The total programme timeline of 12–18 months is dominated by the mandatory 9 months' structured sea service on vessels of at least 750 kW required after registration.
