Course Overview

The EOOW (IAMI/Exam Route) is a structured programme designed specifically for experienced engine department seafarers — typically senior engine room ratings — who wish to obtain the MCA Certificate of Competency at operational level under STCW Regulation III/1 without following a cadet or college route. Rather than an HNC or degree programme, candidates qualify through a combination of approved sea service, an MNTB Training Record Book, MCA-approved workshop skills training, written examinations set by IAMI (International Association of Maritime Institutions) on behalf of the MCA, and a final MCA oral examination.

IAMI acts as the examination body delegated by the UK MCA to run the written academic and professional papers, which cover General Engineering Science Parts A and B and Engineering Knowledge (General, Motor and Controls). The MCA retains responsibility for the oral examination and issues the Certificate of Competency. The certificate is unlimited in terms of propulsive power and qualifies the holder to stand an unsupervised engineering watch on any SOLAS-applicable merchant vessel of 750 kW or more, including vessels operating with Unattended Machinery Space (UMS) arrangements.

The qualification is a legal requirement under the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2015, which implement the STCW Convention 1978 as amended by the 2010 Manila Amendments. The relevant regulation is STCW III/1 and Table A-III/1 of the STCW Code.

Entry Requirements

  • Engine Watch Rating Certificate (STCW III/4), Marine Engine Operator Licence (MEOL), or Senior MEOL
  • Four mandatory STCW basic safety certificates: Personal Survival Techniques (PST), Fire Prevention and Fire Fighting (FPFF), Elementary First Aid (EFA), Personal Safety and Social Responsibilities (PSSR)
  • Valid ENG1 medical fitness certificate or MCA-accepted equivalent
  • Minimum 24 months' approved seagoing service in the engine department on vessels of at least 350 kW
  • A further 9 months' approved sea service on vessels of at least 750 kW (including 6 months watchkeeping or UMS duties) completed during the programme
  • MNTB Training Record Book completed to the required standard throughout the sea service period
  • IELTS 4.0 or accepted equivalent (international applicants)

What the Programme Covers

  • MCA-approved Workshop Skills training — mandatory practical assessment at the training centre
  • IAMI General Engineering Science — Part A and Part B written examinations
  • IAMI Engineering Knowledge written papers — General, Motor and Controls
  • Tutor-supported preparation for the MCA oral examination
  • MNTB Training Record Book completion, assessed against STCW Table A-III/1 competence standards
  • MCA oral examination — the final gateway to the Certificate of Competency

Career Progression

The EOOW (IAMI/Exam Route) sits at the transition point from rating to officer in the engine department. It is the standard first officer-level certificate for experienced seafarers who have built their sea hours through practical engine room work rather than a cadet sponsorship or college programme.

Before
Engine Watch Rating / MEOL / SMEOL
Engine Watch Rating Certificate (STCW III/4), Marine Engine Operator Licence or Senior MEOL, plus at least 24 months' approved sea service in the engine department on vessels of 350 kW or more, with all four STCW basic safety certificates and a valid ENG1 medical.

EOOW — STCW III/1
MCA Certificate of Competency qualifying you to stand an unsupervised engineering watch — including UMS watches — on any merchant vessel of 750 kW propulsive power and above, on international voyages.
Next Step
Second Engineer / Chief Engineer
Additional sea service as a watchkeeping officer leads to Management Level written and oral examinations (STCW III/2). Warsash Maritime offers a six-week Management Level Engineering Knowledge preparation programme specifically for this transition.

Holding the EOOW Certificate of Competency entitles you to serve as Third Engineer — the typical first watchkeeping officer rank in the engine room on a merchant vessel. From there, sea service as a watchkeeping officer opens the door to Second Engineer (requiring Management Level STCW III/2 written and oral examinations) and ultimately Chief Engineer, the most senior engineering officer on board. Some officers also pursue parallel qualifications as an Electro-Technical Officer (ETO) or specialise in High Voltage systems, LNG operations, or dynamic positioning.

The £8,500 course fee (Warsash Maritime) covers IAMI examination preparation, MCA orals preparation, and the Workshop Skills course. A non-refundable £250 initial fee applies for the action plan review and MNTB Training Record Book processing. IAMI written examination fees and MCA oral examination fees are payable separately to those bodies. The total programme timeline of 12–18 months is dominated by the mandatory 9 months' structured sea service on vessels of at least 750 kW required after registration.

Revalidation. UK MCA Certificates of Competency are subject to the STCW 5-year revalidation cycle under the 2010 Manila Amendments. The CoC does not carry a printed expiry date — the accompanying STCW endorsement sticker carries a 5-year validity. To revalidate, holders must demonstrate at least 12 months' approved sea service in the preceding 5 years (or 3 months in the 6 months immediately before revalidation), together with completion of MCA-approved updating or refresher training — including PST revalidation every 5 years. Engineer officers revalidating at III/1 level must also show compliance with updated requirements in force from 1 January 2017: failure to provide evidence of High Voltage systems awareness training may result in a HV limitation being placed on the CoC. Applications are made using MCA form MSF 4201; the relevant published guidance is MSN 1857 (M+F).
