The EOOW (Alternative Route) is a pathway to the UK Maritime and Coastguard Agency (MCA) Engineer Officer of the Watch Unlimited Certificate of Competency (CoC) for candidates who already hold recognised engineering academic or trade qualifications. Rather than completing a traditional cadet officer training programme from the outset, eligible candidates can have their existing qualifications assessed, and an individualised Action Plan (or Letter of Initial Assessment) issued detailing only what remains to be completed. The qualification is governed by STCW Convention Regulation III/1, with UK requirements set out in MSN 1857 (M+F) Amendment 1 and the MCA Marine Information Note MIN 511 (M) Amendment 1 (effective January 2023).
The process begins with a formal application to an MCA-approved nautical college — such as Warsash Maritime at Solent University or City of Glasgow College — which assesses the candidate's existing qualifications against the STCW requirements. Depending on what is already covered, candidates may receive exemptions from some or all of the IAMI written engineering knowledge examinations. What remains is a combination of sea service, any outstanding written examinations, ancillary STCW safety certificates, and ultimately the MCA oral examination for the STCW III/1 CoC. This is a full STCW Certificate of Competency — not an RYA qualification — valid internationally on merchant vessels with propulsion power of 750 kW or more.
Because each candidate's Action Plan is personalised, the duration and exact cost of the programme varies considerably. A candidate with a relevant degree who needs only sea service and an oral preparation workshop will take considerably less time than one who needs additional IAMI written examinations and ancillary STCW courses. The minimum sea service requirement under this route is typically 9 months for HND and degree-level candidates, of which at least 6 months must be watchkeeping or UMS duties on merchant vessels with propulsion of at least 750 kW.
The EOOW Unlimited CoC is the foundation engineering officer qualification required to legally serve as an officer in charge of an engineering watch on any merchant vessel — including large commercial yachts coded under MCA and superyachts carrying passengers — with propulsion power of 750 kW or more, operating anywhere in the world under the STCW Convention. It is recognised by flag states globally, making it the primary stepping stone for shore engineers and existing ratings seeking a commissioned engineering officer career at sea.
The initial qualification assessment and Letter of Initial Assessment (Action Plan) is charged at £150 (without Training Record Book) or £210 (with TRB) by Warsash Maritime. This is the administrative starting point of the programme. IAMI academic tuition, guided study workshops, and ancillary STCW courses are additional — contact the college directly for current 2025/26 pricing as fees are not publicly listed.
The EOOW CoC is valid for 5 years and must be revalidated before expiry. Revalidation requires either 12 months sea service in the preceding 5 years or 3 months sea service in the 6 months immediately before application, plus Advanced Firefighting refresher training within the preceding 5 years. Revalidation is an administrative process via MCA form MSF 4201 — there is no requirement to re-sit the oral examination.
