MCA STCW III/1 Career Advancement United Kingdom

EOOW (Alternative Route)

The MCA pathway to an Engineer Officer of the Watch Unlimited Certificate of Competency for engineers who already hold relevant academic or trade qualifications from shore.

Duration: 1–3 years (programme) Issuing Body: MCA (UK) CoC Validity: 5 years

Course Overview

The EOOW (Alternative Route) is a pathway to the UK Maritime and Coastguard Agency (MCA) Engineer Officer of the Watch Unlimited Certificate of Competency (CoC) for candidates who already hold recognised engineering academic or trade qualifications. Rather than completing a traditional cadet officer training programme from the outset, eligible candidates can have their existing qualifications assessed, and an individualised Action Plan (or Letter of Initial Assessment) issued detailing only what remains to be completed. The qualification is governed by STCW Convention Regulation III/1, with UK requirements set out in MSN 1857 (M+F) Amendment 1 and the MCA Marine Information Note MIN 511 (M) Amendment 1 (effective January 2023).

The process begins with a formal application to an MCA-approved nautical college — such as Warsash Maritime at Solent University or City of Glasgow College — which assesses the candidate's existing qualifications against the STCW requirements. Depending on what is already covered, candidates may receive exemptions from some or all of the IAMI written engineering knowledge examinations. What remains is a combination of sea service, any outstanding written examinations, ancillary STCW safety certificates, and ultimately the MCA oral examination for the STCW III/1 CoC. This is a full STCW Certificate of Competency — not an RYA qualification — valid internationally on merchant vessels with propulsion power of 750 kW or more.

Because each candidate's Action Plan is personalised, the duration and exact cost of the programme varies considerably. A candidate with a relevant degree who needs only sea service and an oral preparation workshop will take considerably less time than one who needs additional IAMI written examinations and ancillary STCW courses. The minimum sea service requirement under this route is typically 9 months for HND and degree-level candidates, of which at least 6 months must be watchkeeping or UMS duties on merchant vessels with propulsion of at least 750 kW.

Entry Prerequisites
  • Degree in Mechanical Engineering, Marine Engineering, or a related engineering discipline covering at least four of: Mathematics, Engineering Drawing, Applied Mechanics, Applied Heat, Electrotechnology, Naval Architecture
  • HND or HNC in Mechanical or Marine Engineering (or equivalent, meeting the four-subject coverage above)
  • NVQ Level 3 or above engineering apprenticeship
  • Non-UK qualifications must be accompanied by a NARIC/ENIC equivalence letter
  • Valid ENG1 medical fitness certificate (MCA-recognised) before sitting the oral examination
  • STCW Basic Safety Training (four courses: Personal Survival, Fire Prevention and Firefighting, Elementary First Aid, Personal Safety and Social Responsibility)
What You Will Complete
  • Formal qualification assessment by an MCA-approved nautical college and issuance of a personalised Action Plan / Letter of Initial Assessment
  • MNTB workshop skills training (typically 4 months) — exemption possible for equivalent industrial workshop experience
  • IAMI Engineering Knowledge written examinations as specified in the Action Plan (General, Motor and/or Steam, and Control Engineering sections — degree/HND/HNC holders typically exempt where syllabus match criteria are met)
  • Additional STCW certificates as specified in the Action Plan (typically Advanced Firefighting, HELM Operational, High Voltage Operational)
  • Minimum 9 months seagoing service (at least 6 months watchkeeping/UMS duties, at least 75% on sea passage, vessels ≥750 kW)
  • MNTB-approved Training Record Book completed during sea service
  • MCA oral examination (STCW III/1 — Engineer Officer of the Watch)

Career Progression

BEFORE
Shore Engineer / Engine Rating / ETO
Candidates typically enter via a relevant engineering degree, HND/HNC, or NVQ Level 3 apprenticeship, or as an existing Engine Watch Rating (STCW III/4), Marine Engine Operator Licence (MEOL/SV) holder, or Engineering Technician Officer (ETO) seeking a full CoC.
THIS COURSE
EOOW (Alternative Route)
Completion of all Action Plan requirements — sea service, written examinations, ancillary STCW certificates, and the MCA oral — leads to the EOOW Unlimited Certificate of Competency (STCW III/1). Certifies the holder to serve as a watchkeeping engineering officer on merchant vessels of any propulsion power, globally.
NEXT STEP
Second Engineer Officer
With the EOOW CoC and further sea service, the next step is Second Engineer Officer (Class 2) and then Chief Engineer Officer (Class 1) for ocean-going merchant vessels. In the superyacht sector, the EOOW III/1 underpins progression to SV Second Engineer and SV Chief Engineer (vessels <3,000 GT, <9,000 kW) via additional MCA modules and oral examinations.

The EOOW Unlimited CoC is the foundation engineering officer qualification required to legally serve as an officer in charge of an engineering watch on any merchant vessel — including large commercial yachts coded under MCA and superyachts carrying passengers — with propulsion power of 750 kW or more, operating anywhere in the world under the STCW Convention. It is recognised by flag states globally, making it the primary stepping stone for shore engineers and existing ratings seeking a commissioned engineering officer career at sea.

Action Plan Application Fee (Warsash)

The initial qualification assessment and Letter of Initial Assessment (Action Plan) is charged at £150 (without Training Record Book) or £210 (with TRB) by Warsash Maritime. This is the administrative starting point of the programme. IAMI academic tuition, guided study workshops, and ancillary STCW courses are additional — contact the college directly for current 2025/26 pricing as fees are not publicly listed.

Certificate Renewal

The EOOW CoC is valid for 5 years and must be revalidated before expiry. Revalidation requires either 12 months sea service in the preceding 5 years or 3 months sea service in the 6 months immediately before application, plus Advanced Firefighting refresher training within the preceding 5 years. Revalidation is an administrative process via MCA form MSF 4201 — there is no requirement to re-sit the oral examination.
