It combines shore-based academic study — leading to a Higher National Certificate (HNC) or Higher National Diploma (HND) in Marine Engineering — with practical shipboard experience logged under an MNTB-approved Training Record Book. Academic qualifications are awarded by BTEC/Pearson in England or the SQA in Scotland. The programme structure and sea-time framework are approved by the Merchant Navy Training Board (MNTB).

The cadetship sits within the international STCW Convention framework, specifically STCW Regulation III/1 — Officer in Charge of an Engineering Watch — and is governed by the UK Maritime and Coastguard Agency (MCA). A revised UK-wide maritime officer cadetship syllabus took effect from September 2025, developed via the MCA’s Cadet Training and Modernisation Programme to reflect current vessel technology and human-element skills requirements. Training is split across five alternating phases of college study and sea time, totalling approximately 151 weeks at some institutions.

The cadetship is the standard entry route for school leavers and early-career individuals who wish to work as engineer officers on commercial seagoing vessels. No prior sea service is required. Cadets must secure a sponsoring shipping company before enrolment — the sponsor covers all tuition fees, a monthly training bursary, uniform allowance, and travel costs to and from the vessel. On completion of the programme and after passing the MCA oral examination, cadets are awarded an MCA Certificate of Competency as Engineer Officer of the Watch (EOOW) under STCW Regulation III/1.

NEXT STEP
2nd Engineer → Chief Engineer (STCW III/2 CoC)
With additional sea service at EOOW level, officers progress to 2nd Engineer. The Chief Engineer Certificate of Competency (STCW III/2, Unlimited) requires further sea service, additional written examinations — for which the HND provides academic exemptions — and an MCA oral examination. The HND also supports direct articulation to an MSc at institutions such as the University of Strathclyde.

The EOOW Certificate of Competency is the internationally recognised initial officer certification for Merchant Navy engineers and is a statutory requirement on seagoing vessels of 750 kW propulsion power or more. Holders are qualified to work on commercial ships worldwide under the STCW Convention. The HND route specifically provides the academic underpinning for Chief Engineer management-level written examination exemptions — covering Mathematics, Applied Mechanics, Applied Heat, Engineering Drawing, Electro-Technology, and Naval Architecture — making it the stronger academic foundation for a long-term engineer officer career and eventual command of the engine room.

Certificate revalidation: The MCA Certificate of Competency must be revalidated every 5 years. Revalidation requires 12 months of sea service on ships of at least 350 kW in the previous 5 years, or 3 months of sea service in the previous 6 months, plus a valid ENG1 medical certificate and up-to-date STCW safety certificates (including Basic and Advanced Fire Fighting refreshers). Applications are submitted via MCA form MSF 4201 (current version Rev 11/25). If revalidation lapses, additional refresher training may be required before the CoC can be reinstated.
