The employer-sponsored UK Merchant Navy entry programme that qualifies school leavers as a certificated Officer of the Watch (STCW II/1) on commercial vessels of 500 GT or more.
The Deck Cadetship Navigation Officer Programme is the formal UK entry route into the Merchant Navy deck officer career ladder. Jointly approved by the Merchant Navy Training Board (MNTB) and the Maritime and Coastguard Agency (MCA), it takes a school leaver with no prior sea experience and qualifies them as a certificated Officer of the Watch (OOW). The resulting MCA Certificate of Competency (CoC) authorises watchkeeping on ships of 500 GT or more on any route worldwide. The programme must comply with the IMO's STCW Convention, specifically Table A-II/1 for OOW (unlimited) — this is not an RYA qualification; RYA governs recreational and small commercial yachts, whilst MNTB/MCA governs Merchant Navy officer cadetships.
From September 2025, a new UK-wide cadet syllabus developed through the MCA's Cadet Training and Modernisation (CT&M) Programme came into effect, updating course content to reflect modern vessel technology and "human element" skills. The programme combines college-based academic study — covering nautical science, navigation, stability, meteorology, cargo work, marine law, management, and mathematics — with seagoing training aboard commercial vessels, plus practical and safety training phases at college. Cadets complete an MNTB Training Record Book (TRB) during their sea phases to document competency development.
The programme is structured across five alternating college and sea phases. A typical delivery (following the MNTB-standardised structure used by approved colleges such as North East Scotland College) is shown below.
Completing the Deck Cadetship opens the full UK Merchant Navy deck officer career ladder. The typical progression runs: Deck Cadet → Third/Second Officer (OOW, STCW II/1) → Chief Officer (STCW II/2) → Master / Captain (STCW II/2 Master). At any stage, shore-based alternatives include roles in marine education, maritime finance and insurance, port operations, and ship management. The OOW CoC (unlimited) is recognised internationally under the STCW Convention and is accepted by flag states worldwide, giving holders access to vessels and routes globally.
The MCA Officer of the Watch Certificate of Competency does not carry a fixed expiry date — it is valid for 5 years of qualifying sea service. To revalidate, the holder must demonstrate one of the following: 12 months' seagoing service within the last 5 years; 3 months' seagoing service in the last 6 months; 30 months in an acceptable occupation during the last 5 years; or 3 months as a supernumerary immediately before applying.

Application is via MCA form MSF 4201, submitted to revalidation@mcga.gov.uk. Fee: £64–£84 depending on return address country. Standard processing time: 14 working days. Note that STCW safety certificates embedded within the cadetship — such as Basic Safety Training — also carry their own 5-year refresh cycles and must be maintained independently.
Cadetship places are not allocated directly through the college — applications must be made through an MNTB-registered sponsoring training management company. Examples include Clyde Marine Training, Stream Marine Careers, and Ship Safe Training Group (SSTG). The sponsor covers all tuition fees and arranges sea phase placements.
