Course Overview

The Foundation Degree in Marine Operations (FDSc Marine Operations) is an MCA-approved academic programme that provides the underpinning knowledge required for candidates to sit the Scottish Qualifications Authority (SQA) written examinations and the MCA Oral Examination B (Oral B), in order to be awarded a Chief Mate (Unlimited) Certificate of Competency under STCW Convention Regulation II/2 and the competency standards of STCW Code Section A-II/2. In the UK, the MCA administers certification under the Merchant Shipping (Standards of Training, Certification and Watchkeeping) Regulations 2015. Academic awards are made by the respective higher education institution; South Shields Marine School (part of South Tyneside College) delivers the programme and awards the FDSc in partnership with a partner HEI.

The programme covers advanced passage planning and bridge management, ship stability and structures, maritime meteorology, cargo operations at management level, marine engineering systems knowledge at management level, maritime law and business, ship operations management, Human Element Leadership and Management (HELM M), Navigation Aids and Equipment Simulator Training at management level (NAEST M), and medical care at sea (STCW Table A-VI/4-2). The "Foundation Degree" title distinguishes the academic award (FDSc, a Level 5 higher education qualification) from older labels such as HND or SQA Advanced Diploma used by some other providers for the same STCW pathway — both award types sit at the same qualification level and lead to the same CoC via the SQA examination route.

The full-time programme typically runs as approximately 20 weeks of classroom and academic study, followed by SQA written examinations in Navigation and in Stability and Structures, then remaining short courses and the MCA Oral Examination B. A blended learning route is offered at certain providers, reducing college attendance to approximately 6–8 weeks with the remainder completed online over up to four years alongside continued sea service. Three intakes are typically available per year: September, January, and May.

Prerequisites

  • Valid MCA-recognised OOW Unlimited (STCW II/1) CoC, or an acceptable non-UK equivalent endorsed by the MCA
  • Minimum 12 months' watchkeeping sea service as a deck officer holding the OOW Unlimited II/1 CoC
  • Valid ENG1 medical fitness certificate (or MCA-accepted equivalent), valid for 2 years
  • Valid Notice of Eligibility (NoE) from the MCA, confirming verified sea service and prior certification
  • For non-native English speakers: minimum IELTS for UKVI (Academic) band 4.0, no individual component below 4.0
  • Completion of an approved OOW-level academic programme (typically FDSc or HND in Nautical Science) is expected as prior learning

Career Progression

BEFORE
Officer of the Watch (Unlimited) CoC — STCW Regulation II/1
Typically gained at the end of a Merchant Navy cadetship of 3–4 years, including an FDSc or HND in Nautical Science and qualifying sea service. Officers must then accumulate at least 12 months' sea service in an OOW capacity before being eligible to start Chief Mate training, and must hold a valid Notice of Eligibility from the MCA before attending the programme.

The FDSc Marine Operations (Level 5) is awarded as the academic component.
NEXT STEP
Master (Unlimited) CoC — STCW Regulation II/2
To progress to Master, officers must accumulate 36 months' watchkeeping service as OOW Unlimited (reducible to 24 months if at least 12 of those months were served as Chief Mate), complete a further MCA-approved Master's programme, and pass MCA Oral Examination A. The FDSc may also be topped up to a BSc (Hons) Marine Operations via a one-year further study route at participating providers.

The Chief Mate (Unlimited) CoC is a legally required qualification to serve as Chief Officer on seagoing merchant vessels of 3,000 GT or more on unlimited voyages — encompassing container ships, bulk carriers, tankers, cruise vessels, and every class of large commercial ship in service. It is one of the most significant career milestones in the Merchant Navy and the direct gateway to Master (Unlimited) certification, the highest deck officer qualification. Officers who complete this programme and go on to earn their Master's CoC become eligible for command of any merchant vessel trading on any route worldwide.

Revalidation: The Chief Mate (Unlimited) CoC must be revalidated before expiry of its 5-year validity period under MCA MSN 1861 (Amendment 1). To revalidate, officers must demonstrate at least 12 months' seagoing service as a master or deck officer on vessels of more than 80 GT or 24 metres in length within the 5-year period, hold a valid ENG1 medical certificate, and hold current short course certificates as required (including Advanced Firefighting, ECDIS where serving on ECDIS-fitted vessels, and GMDSS if applicable). There is no re-examination requirement for revalidation provided sea service and medical conditions are met. Officers who have not maintained qualifying sea service may be required to complete a refresher assessment.
